In an interview by NPR, Onyebuchi stated most space movies on TV mostly show white people who are on spaceship terraforming Mars and that he had the idea of the novel when he thought about what happened to the all the Black and Brown people that were never depicted. The novel explores themes of race, class, gentrification, and who gets to be considered a hero in history, creating a mosaic of urgent and richly layered narratives. It follows a space-dweller who hopes to reconnect with his troubled lover in New Haven, Connecticut, a group of laborers striving to revitalize Earth's decaying cities, a journalist capturing the violence on the streets, and a marshal investigating a kidnapping. "Goliath" is a futuristic, biblical epic that interweaves different storylines. The abandoned cities are being stripped for resources, with houses dismantled and sent to space as a reminder of the destruction caused by those who left.

In the 2050s, Earth is experiencing a mass exodus as those who are privileged and wealthy leave the crumbling cities of the United States for space colonies.
